The core difference
NA land has been converted for non-agricultural use by the Collector. You can build on it, banks will fund it, and any buyer can purchase it. Agricultural land is cheaper per square foot but restricted — non-agriculturists face eligibility limits, banks generally will not lend, and you cannot build a residence without conversion.
What conversion actually costs
Budget 12–18 months and a combination of conversion premium, development charges and professional fees. The premium depends on the ready reckoner rate of your survey number, so run the arithmetic on your specific parcel before you assume the arbitrage is worth it.
Our rule of thumb
Buying to build within three years: pay the premium for NA. Buying to hold for five years or more with capital you do not need liquid: agricultural land in the right zone gives you the better return, provided your eligibility and the zone certificate both check out first.
